I have urged the traders of Old Delhi to work together with the administration and civil society for giving the walled city a new look.

A new gameplan aligned to the Prime Minister’s vision of ‘Swachh Bharat’ is the need of the hour.

Yesterday I called upon the community of traders, wholesalers and shopkeepers who dominate the economy of this part of Delhi to adopt self-regulatory practices to achieve the national goal of cleanliness and public hygiene.

I began the day by personally cleaning up the statue of Swami Vivekananda located at Fatehpuri Chowk.

The programme was organised by Kirana Committee, Delhi to mark the launch a massive, public-private drive which is aimed at changing the image of Chandi Chowk from a teeming, unclean and shabby place to a spic and span, organised showpiece of modern Delhi.

This place resonates with history and the culture of India. Foreign tourists come here in droves. But they return with memories of filthy streets and bad smells. This must change.

I lauded Delhi Kirana Committee for responding promptly to the Prime Minister’s Swachh Bharat Abhiyan. The traders of Old Delhi who are members of this organisation have resolved to implement within three months a three-point action plan which would result in cleanliness for the area and good health for all inhabitants.

Under the plan, as explained by Mr Vijay Gupta, Chairman of Kirana Committee, the schools of the area will be given support to build new toilets or modernise existing ones. The shop owners will be given baskets or rubbish bins to throw their refuse. They will be encouraged to employ sweepers to clean up the streets on which their establishments are operating –over and above the routine cleaning done by municipal sweepers. Finally, all inhabitants of the area will be given free information packages on promotive and preventive health. A health camp is proposed to be organised on a regular basis in Royal Park which is located in the neighbourhood.

I am proud to represent people who responded within two days of the Prime Minister’s historic appeal. They have designed an excellent architecture of action which, if successful, will be a model before the rest of the country. There can be no substitute for self-regulation as it is often not possible for the government and municipal authorities to service such a huge population by themselves.

I carried out symbolic cleaning of a stretch of Vivekananda Marg. Later, addressing a meeting of the Kirana Committee, I requested the members to reset their target to Diwali (October 23) by putting their cleaning-up operations on high gear immediately.

Old Delhi is synonymous with trade. I therefore want traders in Naya Bazar, Chawri Bazar, Chandni Chowk, Fatehpuri and all other markets to replicate the Kirana Committee’s programme and give the walled city a new, positive image. I also want regular health camps to be organised here and for this you will get my support.

I inaugurated the closed-circuit TV system installed by Kirana Committee in 32 places in the Khari Bawli area to monitor the security of the area. Later, I inaugurated a health camp organised by the Delhi Grain Merchants’ Association (Naya Bazar) jointly with Indraprastha Apollo Hospitals, New Delhi.

The health camp offered people free physicians’ consultations along with a set of free diagnostics: blood pressure check, blood sugar (random) check, body mass index test and electro cardiogram test. Even before the function could formally end, more than 30 people were seen queued up before the temporary structure housing the check-up team of doctors and paramedics.

Also present on the occasion were Mrs Surekha Gupta, Councillor, Mr Vijay Gupta, chairman of Kirana Committee, Advocate Hari Om Gupta, Mr Naresh Gupta, president of Delhi Grain Merchants’ Association, Mr Sanjay Singhal, general secretary, and others.

திருச்சியில் உள்ள ரீஜினல் என்ஜினீயரிங் காலேஜில் (தற்போது என்.ஐ.டி.) மெக்கானிக்கல் என்ஜினீயரிங் படித்து முடித்தவுடன் அமெரிக்காவில் உள்ள இல்லினாய்ஸ் பல்கலைக்கழகத்தில் நியூக்ளியர் என்ஜினீயரிங் படித்து விட்டு, அதே பல்கலைக் கழகத்தில் ஆராய்ச்சி செய்து டாக்டர் பட்டமும் பெற்றார் ஸ்ரீதர். மிகப் பெரிய புத்திசாலியாக இருந்த இவரை நாசா அமைப்பு உடனடியாக வேலைக்கு எடுத்துக் கொண்டது.

அரிசோனா பல்கலைக் கழகத்தில் உள்ள ஸ்பேஸ் டெக்னாலஜீஸ் லேபரட்டரியின் இயக்குநராக அவரை நியமித்தது.

செவ்வாய்க் கிரகத்தில் மனிதன் வாழ முடியுமா? அதற்குத் தேவையான சாத்தியக்கூறுகளைக் கண்டுபிடிப்பது எப்படி? என்பது பற்றி ஆராய்ச்சி செய்வதே ஸ்ரீதரின் வேலை. முக்கியமாக செவ்வாய்க் கிரகத்தில் மனிதன் சுவாசிக்கத் தேவையான
ஆக்ஸிஜனை தயார் செய்ய முடியுமா என்கிற ஆராய்ச்சியை மேற்கொண்டார். இந்த ஆராய்ச்சியில் மிகப் பெரிய வெற்றியும் பெற்றார்.

ஆனால் அமெரிக்க அரசாங்கமோ திடீரென அந்த ஆராய்ச்சியை ஓரங்கட்டிவிட்டது. என்றாலும் தான் கஷ்டப்பட்டு கண்டுபிடித்த விஷயத்தை ஸ்ரீதர் அப்படியே விட்டுவிடவில்லை. அந்த ஆராய்ச்சியை அப்படியே ரிவர்ஸில் செய்து பார்த்தார்
ஸ்ரீதர். அதாவது, ஏதோ ஒன்றிலிருந்து ஆக்ஸிஜனை உருவாக்கி வெளியே எடுப்பதற்குப் பதிலாக அதை ஒரு இயந்திரத்துக்குள் அனுப்பி, அதனோடு இயற்கையாகக் கிடைக்கும் எரிசக்தியை சேர்த்தால் என்ன நடக்கிறது என்று ஆராய்ந்து பார்த்தார். அட, என்ன ஆச்சரியம்! மின்சாரம் தயாராகி வெளியே வந்தது.

தொழில்நுட்பத்தை பயன்படுத்தி, வர்த்தக ரீதியில் மின்சாரம் தயாரிக்க வேண்டுமெனில் அதற்கான இயந்திரங்களை உருவாக்க வேண்டும். இதற்கு பெரிய அளவில் பணம் வேண்டும்.

இப்படிப்பட்ட தொழில்நுட்பத்தைப் உருவாக்கும் பிஸினஸ் பிளான்களுக்கு வென்ச்சர் கேப்பிட்டல் நிறுவனங்கள்தான் பணத்தை முதலீடு செய்யும். ஸ்ரீதருக்கும் அப்படி
ஒருவர் கிடைத்தார். அவர் பெயர், ஜான் டூயர். சிலிக்கன் பள்ளத்தாக்கில் பிரபலமாக இருக்கும் மிகப் பெரிய வென்ச்சர் கேப்பிட்டல் நிறுவனமான கிளீனர் பெர்க்கின்ஸை சேர்ந்தவர் இந்த ஜான் டூயர். அமெரிக்காவில் மிகப் பெரும் வெற்றி கண்ட நெட்ஸ்கேப், அமேசான், கூகுள் போன்ற நிறுவனங்கள் இன்று பிரம்மாண்டமாக வளர்ந்து நிற்கக் காரணம், ஜான் டூயர் ஆரம்பத்தில் போட்ட முதலீடுதான்.

கூகுள் நிறுவனத்தை ஆரம்பிக்க ஜான் டூயர் தொடக்கத்தில் போட்ட முதலீடு வெறும் 25 மில்லியன் டாலர்தான். ஆனால், ஸ்ரீதரின் தொழில்நுட்பத்தை வர்த்தக ரீதியில் செயல்படுத்த ஜான் டூயர் போட்ட முதலீடு 100 மில்லியன் டாலர்.

இது மிகப் பெரும் தொகை. என்றாலும் துணிந்து முதலீடு செய்தார் ஜான். காரணம், ஸ்ரீதர் கண்டுபிடித்த தொழில்நுட்பம் சுற்றுச் சூழலுக்கு உகந்தது. பொதுவாக மின் உற்பத்தி செய்யும்போது சுற்றுச்சூழல் பிரச்னைகள் நிறையவே எழும். அது நீர் மின்
உற்பத்தியாக இருந்தாலும் சரி, அனல் மின் உற்பத்தியாக இருந்தாலும் சரி. எனவே சுற்றுச்சூழலுக்கு எந்த வகையிலும் பங்கம் வராத மின் உற்பத்தித் தொழில்நுட்பத்துக்கு மிகப் பெரிய வரவேற்பு இருக்கும் என்று நினைத்தார் அவர்.

தவிர, ஸ்ரீதரின் தொழில்நுட்பத்தைக் கொண்டு குறைவான செலவில் மின்சாரம் தயார் செய்ய முடியும். இந்த பாக்ஸிலிருந்து உருவாகும் மின்சாரம் குறைந்த தூரத்திலேயே பயன்படுவதால் மின் இழப்பு என்கிற பேச்சுக்கே இடமில்லை. இது மாதிரி பல நல்ல

இருக்கிறார்கள்ஆப்பிரிக்காவில் ஏதோ ஒரு காட்டில் இருக்கும் கிராம மக்களுக்கு மின்சாரம் கொடுத்தால், அதனால் அரசாங்க த்துக்கு எந்த லாபமும் இல்லை என்பதால் அவர்கள் மின் இணைப்புக் கொடுப்பதில்லை. கிராமத்தை விட்டு வந்தால் மட்டுமே பொருளாதார ரீதியில் முன்னேற முடியும் என்கிற நிலை அந்த கிராம மக்களுக்கு.ஆனால் இந்த ‘ப்ளூம் பாக்ஸ்’ மட்டும் இருந்தால் உலகத்தின் எந்த மூலையிலும் மின்சாரம் தயார் செய்யலாம்” என்கிறார் ஸ்ரீதர். ஒரு ‘ப்ளூம் பாக்ஸ்’ உங்களிடம் இருந்தால் இரண்டு வீடுகளுக்குத் தேவையான மின்சாரம் கிடைத்துவிடும். இதே பாக்ஸ் இந்தியாவில் இருந்தால் நான்கு முதல் ஆறு வீடுகளுக்குத் தேவையான மின்சாரம் கிடைத்துவிடும்.

அமெரிக்க வீடுகளில் அதிக மின்சாரம் பயன்படுத்தப்படுவதே அங்கு வீடுகளின் எண்ணிக்கை குறையக் காரணம். இன்றைய தேதியில் அமெரிக்காவின் 20 பெரிய நிறுவனங்கள் ஸ்ரீதரின் தொழில்நுட்பத்தை பயன்படுத்தி மின்சாரம் தயார் செய்கின்றன. கூகுள் நிறுவனம்தான் முதன் முதலாக இந்தத் தொழில்நுட்பத்தை

Sivaprasad developed technology for conversion of municipal solid waste(MSW) in to clean burning fuel RDF (Refuse Derived Fuel)for steam and power generation in Bangalore and obtained the first patent in 1989.In the U N conference held in Bangkok in 1995 as a follow up of RIO earth summit, this was adjudged as the best technology developed in the ASIA PACIFIC region.

Malaysian company approached Sivaprasad for technical collaboration for a waste to energy project. An RDF power plant has been set up there in Kajang in a joint venture based on this technology. The plant rated to treat 700 tons waste daily and deliver 5 Mw power to the National Gridis since 2009.
The plant is in operation strictly complying with the stringent international emission standards set up by EPA of U S A. The highlight of this technology is ‘Pollution Prevention’."

Make no mistake, Swachh Bharat is a laudable goal and the Prime Minister has done well to make it a priority. Even if the compulsory pledging added a goofy touch to the Abhiyan, making the ordinary citizen conscious of her or his role in ensuring a clean India is surely a good thing.
That said, the harsh reality must also be recognised: that the anti-litter campaign being hard-sold as the central part of the ‘Swachh Bharat’ operation will do nothing to clean up the squalor that the majority of Indians live with thanks to decades of official neglect, inaction and callousness.
Indeed, for the hundreds of millions who live without proper access to running water (forget about its potability) and a sewerage system – two necessary conditions for basic sanitation in urban areas and as well as the countryside – the idea that the cosmetic wielding of brooms by volunteers for two hours a week will provide cleaner and healthier living conditions is a cruel joke.
Let us be honest in recognizing the problem of cleanliness at the outset. Urban litter – the target of choice for most politicians who have wielded the broom as part of the campaign – is actually the least of the problems from an urban sanitation point of view. Yes, litter and trash look unsightly, but – like the green screens the Gujarat government erected to keep Ahmedabad’s slums out of Xi Jinping’s during his recent visit to the city – it is also easy to find a cosmetic solution for it. The real challenge begins when litter and trash are all swept up and have nowhere to go because few Indian cities or towns have invested in proper garbage collection and disposal systems.
The problem with the way in which the Swachh Bharat campaign has started is that voluntarism is not being deployed or encouraged where it would be most effective – at the household level, where trash must be minimized, recycled and segregated. Instead, individual action is being sought where there is actually need for organized collective action by a state or municipal body in the collection and proper disposal of garbage.
Disposal itself poses a huge problem because existing landfills are poorly located and designed and are already bursting at the seams.
With India’s urban population set to grow at a rapid rate, Modi’s campaign could simply end up relocating the problem of filth to backyards elsewhere unless the endpoint of the process is not worked upon with great urgency.
In his 1937 paper ‘The Fantasy of Dirt’, Lawrence Kubie may have been right in berating human society for treating ‘soft’ and ‘wet’ dirt as more ‘dirty’ than dirt that is ‘hard’ and ‘dry’. It is, therefore, easier to get volunteers to sweep someone else’s dry trash than wash their dishes or toilets, something a Gandhi could do but not any modern day politician. And yet, sewage treatment and disposal is surely the single biggest sanitary challenge of our times. A public campaign can make people change their behaviour but it cannot alter or stop the metronomic rhythm of bodily functions. We can stop chucking garbage on the street or using plastic but the call of nature will always have to be answered. Because politicians never cared to plan for the urban poor, crores of families in towns and cities across India live beside open drains, with few toilets and no running source of water to clean themselves or their environs. Where sanitation pipelines exist, the raw sewage that flows through them usually ends up being dumped untreated into rivers and water bodies.
In rural and rurban India, the problem is equally acute if less visible. While both the Modi government and the Manmohan Singh government it replaced have spoken of the need to end the practice of open defecation, it should be obvious that the binding constraint is not necessarily access to toilets, but water and a system for disposing of fecal matter. In the absence of the latter two, those toilets that exist often go unused or add to the cleaning burden of women or Dalit workers. There is talk of waterless toilets but designing and producing them on the scale required will surely require state intervention.
Here, Modi must move beyond spectacle to substance, and address the mismatch between his government’s promise of sanitation for all by 2019 and the meager increase in funds provided by Finance Minister Arun Jaitley. All his first budget offered was a mere six crore rupees increase over the previous budgetary allocation of Rs. 15,260.70 crore. As long as the Prime Minister doesn’t put the exchequer’s money where his mouth is, a ‘Swachh Bharat’ will remain out of reach for India’s poor, even if high-profile public spaces are spotless.
Put simply, a clean India will require modern sewerage in urban areas and piped water for every rural and urban settlement. Without this infrastructure, the mass sweeping of streets every few weeks or the opening of toilet blocks will accomplish little. A clean India also needs a professional system of garbage collection and disposal. This system need not be centralized, and may be more effective if run at the neighborhood or ward level. In the longer term, it requires not the chimera of new ‘smart cities’ but the retrofitting of existing cities with proper masterplans.
It should be obvious that any modern system of urban sanitation requires professional workers with proper pay, entitlements and equipment, not the haphazard use of underpaid staff working under contract in unsafe or unsanitary conditions. In this context, is worth asking whether Modi or his advisors paused to think about the symbolism of launching the clean India campaign from the Valmiki Colony in New Delhi. Sure, Gandhiji stayed there awhile during the freedom struggle and the Mahatma encouraged everyone to help make their environment clean, but his messaging was primarily aimed at those in the caste hierarchy who believed in untouchability. By starting the Swachh Bharat Abhiyan from a basti of Valmikis, who have been locked into the occupation of cleaning by the caste system despite 67 years of democracy, what message was Modi trying to convey? That the Valmikis are the designated cleaners of India? That the Valmikis are the ones who need a Prime Ministerial lesson in cleanliness the most? If the purpose was to dignify the labour of sanitation workers, the PM should have made concrete commitments to improve their working conditions.
Does Modi have the will to see the through the kind of reforms a Clean India really needs? So far, there is little evidence to suggest he even recognizes their importance. That is why the performative aspect of the Swachh Bharat Abhiyan was so important. Apart from the immediate mileage the Prime Minister himself derives by picking up a jhadoo for a few minutes, the voluntarist message he gave also serves a longer-term political purpose. By the time the next election comes around and most Indians find themselves without the promised sanitation and clean environment, they will be told to look inward and ask themselves why they failed. Rather than pointing their finger at the Prime Minister.

IM men killed making IEDs in Trinamool leader’s house

Ruling Trinamool Congress in Bengal is in a tight spot after two suspected IM men were killed in a blast in the house of a party leader in Burdwan.

BURDWAN: Two suspected Indian Mujahideen militants were killed and a third injured critically in West Bengal’s Burdwan town when an IED they were allegedly making exploded in the house of a Trinamool Congress leader which also doubles as the local party office.

The blast took place on Thursday afternoon.

Locals say that when police arrived, two women held them off at gunpoint threatening to blow up the house and delaying them long enough to burn several documents and evidence. Among the half burnt papers found later were leaflets of al-Qaida leader Ayman al-Zawahiri and Indian Mujahideen. Only a month ago, Zawahiri had warned of ‘jihad’ in India.

Police sources said 55 IEDs were seized along with RDX, several wrist watch dials, maps and SIM cards. Some half-burnt books were in Arabic, say police sources. Security agencies believe that since the militants were already assembling IEDs, they planned to hit an Indian city in a few days.

NIA, IB and other central agencies are already in Burdwan but say they are getting no cooperation from the state police. Local cops are accused of trying to hush up the blast. They destroyed the seized IEDs, bombs and explosives on Friday before central investigators could arrive. SP SMH Meerza claimed those dead did not have any criminal antecedents and that the bombs were crude socket-bombs. But CID inspector Amar Kumar Mondal, who led the bomb squad, said he defused 55 IEDs and RDX.

While Shakeel Ahmed from Nadia was killed on the spot, East Midnapore’s Shobhan Mondal died in hospital. Hasan Saheb of Murshidabad is in critical condition. Shakeel’s widow Rumi Biwi and Hasan’s wife Amina Biwi have been detained along with landlord and Trinamool leader Nurul Hasan Choudhury. The Opposition BJP and CPM demand a probe into the "Trinamool-terror nexus".

The blast took place around noon on Thursday. Fire brigade and police believed they were responding to a domestic fire and were shocked to see two women brandishing revolvers and threatening to blow up the house if they dared enter.

In an instant, a ‘cylinder blast’ had transformed into a national security issue. Locals say they saw the two women burn several documents before they let police enter after an hour. Police took away the IEDs in sand-laden trucks. It took seven hours for a CID team from Kolkata to destroy them in controlled detonation the next morning.

When central agencies arrived on Friday afternoon, they were stunned to learn that the IEDs and RDX had been destroyed.

A four-member IB team was the first to arrive from New Delhi. An IB inspector alleged that Burdwan sadar police were not cooperating with them. "Neither the Burdwan SP nor the thana is helping us. They have destroyed all the bombs and explosives instead of retaining them for examination. The case will now become useless because of lack of evidence. The seized explosives would have been crucial in the case," he said.

An NIA team arrived on Saturday, followed by a Central Forensic Science Laboratory team from Hyderabad. CFSL’s P D Ganesh said that the sand samples collected from the detonation site on the riverbank point to Indian Mujahideen. He said that police should have kept the explosives, and waited for them instead of destroying them. NIA and CFSL experts entered the house for the first time around 12pm on Saturday, two days after the blast.

The ruling Trinamool Congress is in a tight spot because the house served as its local party office. Trinamool leader Nurul Hasan has told police that he had given the first floor on rent to Shakeel Ahmed for Rs 18,000 three months ago and claims he does not know the others.

BJP district secretary Sandeep Nandy has demanded a CBI probe. "NIA and CBI should interrogate the three detainees and the injured person. The house is the local party office of Trinamool and you can see its flags even today. Burdwan SP SMH Meerza is trying to hush up the incident, claiming police have seized 15 crude bombs. He is trying to save the Trinamool leader. The Trinamool-terrorism link should be probed. This is a very serious matter," Nandy said.

CPM leader Amal Haldar said burnt papers posters of Indian Mujahideen have been found. "The Trinamool-terror link has now been proved. We demand an NIA probe," said Haldar.

Shakeel was in Mumbai for a long time before coming to Burdwan, sources say. IGP-CID R Shiva Kumar and IGP-western zone Siddhinath Gupta are interrogating the three detainees. "We have told the women to call their guardians. All 55 crude socket bombs have been destroyed by CID yesterday. The victims have no criminal background. The condition of the third victim is serious," Meerza said.
