Children Education Allowance related recommendations of 7th Pay Commission – Basic CEA has been recommended to be increased 1.5 times

CEA is paid to government employees to take care of schooling and hostel requirements of their children. The rates of CEA are double for a differently abled child.

Many demands have been received regarding CEA. It has been requested that the amount be suitably raised and CEA should be extended for Graduation/Post Graduation level studies also. The Commission has received an overwhelming number of requests for simplification of the procedure for reimbursement.

Analysis and Recommendations

8.17.13 Before VI CPC recommendations, the scheme was known asChildren Education

The VI CPC rationalized the structure to the following:

Effectively a 10-fold rise was given by VI CPC. This has led to high expectations, and consequently, vast number of demands for increasing the rates, expansion of scope and simplification for procedure ofreimbursement of this allowance.

The various issues are examined seriatim:

Has CEA kept pace with time? Presently CEA goes up by 25 percent each time DA increases by 50 percent. Thus, since DA currently stands at 113 percent, CEA has gone up by 50 percent from its 2008 level. As against this, the movement of the All India Education Index33 is shown below:

The above chart shows that between 2008 and 2013, the Education Index has gone up from 134 to 154, i.e., by 14.9 percent, whereas CEA went up by 25 percent w.e.f.
01.01.2011 (when DA exceeded 50 percent). Thus, it can be concluded that increase in CEA has kept pace with (and in fact exceeded) the cost of education.

What is the adequate level of compensation?

Given the wide range of educational institutions, and the varying fee structure, the question of adequacy depends upon many factors. On the one hand we have government institutions like Kendriya Vidyalayas that charge fees to the tune of ₹1,000 per month (including Vidyalaya Vikas Nidhi) and on the other hand there are private institutions where the monthly fee varies from ₹5,000 to ₹25,000 (or even more) per month.

On the whole, the Commission is of the view that quantum of CEA should be calibrated in such a manner that the main objective is met without the government entering into the field of subsidizing private education. Hence, taking into account the various items of expenditure that are reimbursed as a part of this allowance, the following is recommended:

What should be the scope of CEA?

Presently CEA is payable up to Class XII. There is a strong demand for increasing the scope to Graduate and Post Graduate studies. However, due to the greatly varying nature of studies at the graduate level and beyond,the extension of scope of the allowance beyond Class XII cannot be accepted.

Millions of people around the world open their morning by popping a handful of vitamins into their mouth. They do this because they were advised to take a certain vitamin by their doctor, or have a friend or relative that swears by their daily vitamins. But over the past few years, there is increasing evidence that many vitamins may not provide the health benefits they claim to their consumers, and in some cases can actually have negative effects on your health.

Vitamin A

Vitamin A, or the carrot vitamin, is traditionally noted for its abilities to improve and sharpen vision and for its cancer fighting abilities. Yet recent studies show that vitamin A cannot successfully combat cancer and may in fact have dangerous side effects likenausea, headache, fatigue, loss of appetite and dizziness, among others.

Research at the National Institutes of Health in the United States actually found that smokers who consumer vitamin A in pill form dramatically increased their chances of contracting lung cancer. So, instead of popping a pill, we recommend eating crisp and crunchy carrots whenever you can! Multivitamins
The "one-a-day" vitamin was introduced in America about 60 years ago as a way to make up for vitamins and nutrients that were missing from an average person’s diet. They usually contain about 10 vitamins and 10 minerals, besides calcium, and claim to do amazing things like build up your immune system, prevent chronic diseases, and act as a supplement for those that don’t eat a full serving of fruits and vegetables each day. However, there are many hidden additives, like titanium dioxide and magnesium stearate, in these multivitamins that could actually darken your bill of health.

In a 1986 study on 38,772 Japanese women, scientist Jaakko Mursu found that the risk of death actually increased with the long-term use of multivitamins. Laboratory tests found that multivitamins contain more artificial ingredients and coloring than they do actual vitamins, as well as sugars and other dangerous preservatives. But besides the fact that the pills have been proven to be unhealthy, they are ridiculously expensive! Some of the cheaper brands cost up to 30 dollars, and many others up to 200 dollars.

This is the most popular vitamin supplement because it is believed to give our immune systems an instant push. However, this is a myth that needs busting.

In 1970, Linus Pauling concluded in a famous study that huge doses of vitamin C could prevent the common cold. This assertion has been proven false over the years, even in cases when individuals consume 2000 milligrams a day. The only thing that vitamin C can really prevent against is scurvy, once a common disease among seamen that were cut off from fresh fruits and vegetables. So unless on navigating the seas for a month, you really don’t need that daily vitamin C supplement.
Vitamin E
Vitamin E is another infamous anti-cancer agent that has become increasingly popular. In a recent study on 35,533 men, it was found that taking vitamin E actually increased the occurrence of prostate cancer. Also, in a review of John Hopkins University it was shown that in general the risk of death is higher in individuals who too vitamin E.

With studies like these, it is best to toss any vitamin E supplements into the trash. Avocadoes, sweet potatoes, and more are all delicious, natural sources of vitamin E.

We are always hearing about supplements for meat andfish for those that don’t get enough of them in their daily diet. But these vitamins are some of the most dangerous out there because, in their artificial forms, they can cause the most serious and long-term damage to our health.
In a report by the National Institutes of Health it was found that you cannot get too much vitamin B6 from food, but when it is consumed in supplement form for a year or longer, it can cause serious nerve damage and possibly even cause individuals to lose control of their bodily movement! That said, make a point of eating fish or meat at least 3-4 times per week and you will be better off without a B6 supplement.

TAKE PAPAYA AS OFTEN AS YOU CAN

Originally native to southern Mexico and now cultivated in many tropical countries (including Brazil , India , Indonesia , South Africa , Vietnam and Sri Lanka ), the papaya plant has been touted by traditional healers for centuries as a source of powerful medicine. Not only is papaya fruit delicious and loaded with vitamins and phytochemicals, but other parts of the plant have been used historically to treat health problems too.

Now University of Florida (UF) researcher Dr. Nam Dang and his colleagues inJapan have announced new evidence that the papaya fights cancer cells. In fact, they discovered that an extract made from dried papaya leaves produced a dramatic anti-cancer effect against a broadrange of tumors grown in the laboratory — including cancers of the cervix, breast, liver, lung and pancreas.

The study, recently published in the Journal of Ethnopharmacology, not only showed that papaya has a direct anti-tumor effect on a variety of malignancies, but it also documented for the first time that papaya leaf extract increases the production of key signaling molecules called Th1-type cytokines.

That’s important because this regulation of the immune system raises the strong possibility that the use of papaya could help the body’s own immune system to overcome cancers. In addition, it suggests papaya could be helpful in treating or preventing other health problems such as inflammation and autoimmune diseases.

The research team found that papaya’s anti-cancer effects were strongest when cancer cells received larger doses of the papaya leaf extract — yet, unlike many mainstream cancer therapies, there were no toxic effects at all on normal cells.

In a statement to the media, Dr. Dang pointed out that the ability of papaya extract to stop cancer without toxicity is consistent with reports from indigenous populations in Australia and in his native Vietnam .

“Based on what I have seen and heard in a clinical setting, nobody who takes this extract experiences demonstrable toxicity; it seems like you could take it for a long time — as long as it is effective,” stated Dr. Dang, who is a professor of medicine and the medical director of the UF Shands Cancer Center Clinical Trials Office.

In all, the UF scientists exposed 10 different types of cancer cell cultures to four strengths of papaya leaf extract.When they measured the effect of the extract after 24 hours, the papaya had slowed the growth of tumors in all the cultures.

What exactly does papaya do to halt malignancies? To find out, the researchers focused on a T-lymphoma cancer cell line. They discovered that at least one of the mechanisms that makes papaya extract a potent anti-cancer weapon is the natural compound’s ability to cause malignant cells — but not normal ones — to die.

The researchers hope to follow up these experiments by eventually testing the papaya cancer treatment in animal and human studies. Up next for Dr. Dang and his colleagues: they’ve applied to patent a process to distill the papaya extract through the University of Tokyo and they are working to identify all the specific compounds in the papaya extract that are active against cancer cells.

To this end, Dr. Dang has partnered with Hendrik Luesch, a UF Shands Cancer Center professor of medicinal chemistry who is an expert in the identification and use of natural products for medical purposes. Dr. Luesch recently discovered yet another natural cancer fighter — a coral reef compound that blocks cancer cell growth in cell lines. Health Benefits

The story of how Stan Sheldon cured himself of cancer by drinking the boiled extract of pawpaw leaves was first told in the Gold Coast Bulletin in 1978. Now research in the United States has given scientific support to his claim, isolating a chemical compound in the pawpaw tree which is reported to be a million times stronger than the strongest anticancer drug.

Mr Sheldon, says the discovery does not surprise him. "I was dying from cancer in both lungs when it was suggested to me as an old Aboriginal remedy" he said. "I tried it for two months and then I was required to have a chest x-ray during those compulsory TB checks they used to have. They told me both lungs were clear." "I told my specialists and they didn’t believe me until they had carried out their own tests." "Then they scratched their heads and recommended I carry on drinking the extract I boiled out of the papaw leaves."

That was in 1962. The cancer never recurred. Since then Mrs Sheldon has passed the recipe onto other cancer victims. "Sixteen of them were cured," he said. Mr Sheldon’s involves boiling and simmering fresh pawpaw leaves and stems in a pan for two hours before draining and bottling the extract. He said the mixture could be kept in a refrigerator though it may ferment after three or four days."

"One man has been growing papaws and giving away the leaves to cancer victims ever since he read the Bulletin’s original 1978 story about Mr Sheldon. "I have no doubt that it works," he said. "I know people walking around now who should have been dead according to their original cancer diagnosis. But the pawpaw treatment helped them to beat the cancer."

The recipe is as follows:
Wash and partly dry several medium-size papaya leaves. Cut them up like cabbage and place them in a saucepan with 2 quarts/ litres of water. Bring the water and leaves to the boil and simmer without a lid until the water is reduced by half.

Strain the liquid and bottle in glass containers. The concentrate will keep in the refrigerator for three to four days. If it becomes cloudy, it should be discarded.

The recommended dosage in the original recipe is 3 Tablespoons/ 50ml three times a day. It is recommended to read Papaya The Medicine Tree for the interesting stories of "incurable" people who have used this extract to beat their cancer, and for other medicinal uses of papaya.

You may have heard this elsewhere but if not I am glad to inform you that papayajuice is a natural cure for dengue fever. As dengue fever is rampant now, Ithink it’s good to share this with all.

A friend of mine had dengue last year. It was a very serious situation for her as her platelet count had dropped to 28,000 after 3 days in hospital and waterhas started to fill up her lung. She had difficulty in breathing. She was only32-year old. Doctor says there’s no cure for dengue. We just have to wait for her body immune system to build up resistance against dengue and fight its own battle. Amazing but it’s true. It’s believed one’s body would be overheated when one isdown with dengue and that also caused the patient to have fever papaya juice has cooling effect.
Thus, it helps to reduce the level of heat in one’s body, thus the fever will go away. I found that it’s also good when one is having sore throat or suffering from heat.

According to a study performed at the University of Maryland, a vitamin B6 deficiency increases the risk of the formation of kidney stones. For healthy kidney function, a person should have at least 1.3 milligrams of vitamin B6 in their food every day. The best sources for this vitamin are fish, beef liver, potatoes, starchy vegetables, chickpeas and non-citrus fruits.

Another good way of protecting your kidneys is to get some exercise. A comprehensive study published in 2013 in the Journal of the American Society of Nephrology found that postmenopausal women who exercised had 31% (!) less risk of developing kidney stones.

Who is he, you ask?
He is the man who was instrumental in drawing the line between India and Pakistan.
He had the most daunting task at hand which was to draw the lines between Punjab and Bengal. And that was nothing enviable.

  • He had never set foot in India, nor did he know its subtleties.

The only census statistics he had at his disposal was that of one done in 1931, which was unreliable.

  • Within these five weeks, he was given the momentous task of deciding on a boundary that, as one chronicle noted, will divide "more than 35 million people, thousands of villages, towns and cities, a unified system of canals and communication networks, and 16 million Muslims, 15 million Hindus and 5 million Sikhs, who despite their religious differences, shared a common culure, language and history."

His acts indirectly caused a huge uproar and eventually to the death of half a million people. He was so tremendously guilt ridden that he refused the salary of 3000 pounds set for his committee. He wrote to his nephew

"I am going to see Mountbatten sworn as the first Governor General of the Indian Union at the Viceroy’s house in the morning and then I station myself firmly on the Delhi airport until an aeroplane from England comes along. Nobody in India will love me… and there will be roughly 80 million people with a grievance who will begin looking for me. I do not want them to find me. I have worked and traveled and sweated – oh I have sweated all the time."

Of course, some old timers have known about the fact. But officially no one said anything about it. Neither the consecutive Congress Governments, nor the Congress Party itself, ever accepted it. Bapu has it, Bose has it, Ambedkar to Abdul Kalam, everyone has a memorial built at his place of birth, but Nehru has Shantivan , where he was cremated.
Two years back, the then Chief Minister of Uttarakhand Vijay Bahuguna, built a memorial at Dehradun Jail, where Nehru was jailed or interned on a few occasions, but Nehru’s birthplace in Allahabad, in the northern state of Uttar Pradesh, mysteriously remained un-mentioned!

On 16 October 1962, Melvin E. Levision, the Associate Professor of Education at Brooklyn College, New York, addressed a questionnaire to Jawaharlal Nehru about his life.
One of the questions was whether there was any written description of the house, the grounds and the environment of the residence in Allahabad’s Mirganj area , where Nehru was born on 14 November 1889.
Nehru replied briefly: “I do not know of any special description. The Mirganj house is no more. It was pulled down for some city improvement.”1
In the eighties, Ram Nihor Rakesh, the MP from Chail, neighbouring Allahabad, created a sensation in the Lok Sabha, by saying that a portion of the house in which Nehru was born in Allahabad was now being used as a brothel.
Now defunct news magazine ‘Sunday’ reported about the matter that time and wrote that, the place Mirganj in the heart of the city of Allahabad, is in the close proximity of the city’s main business area, the Chowk.
Describing the place, the magazine wrote that , there were sex workers everywhere, queuing up around their doorways of the ‘kothas’ on either sides of the crowded, narrowed lanes and bi-lanes off the Zero Road, in the vicinity of an old time favourite Rupavani Cinema.
Entering the area, one can find an old temple, and the noticeable local Police Outpost. The Police outpost Naka Badshahi Mandi comes under Kotwali Police Station.
The journalist was rather surprised to see the god as well as the police, seemingly the joint sentinels at the threshold the red-light area!
Proceeding further through the constricted lane and then taking a sharp right turn, within a short distance at one corner lies the undeclared birthplace of Jawaharlal Nehru!
According to an old Congress leader Awasthi, the family stayed in this house almost ten years after Nehru’s birth.
Jawaharlal’s two sisters Krishna and Vijaylakshmi were also born at this house at 77 Mirganj.
The then Chief Minister of Uttar Pradesh, Hemavati Nandan Bahuguna had reportedly asked the Allahabad Commissioner in the seventies to construct a fitting Memorial at Jawaharlal Nehru’s birthplace in Mirganj. However, nothing has been done either by the successive governments or by the Congress Party itself, so far.
Also, it had been reported that, all the relevant records regarding the exact location of the house were missing from the Government files!

Old timers in Allahabad say that most part of the old house was demolished during a city improvement drive by the ‘Allahabad Development Authority’, in the year 1931, during British period and the remaining part of the house was removed completely in the seventies, once the Nehru-Gandhi family desired not to be associated with the place!
The official records regarding the house were supposedly with the Nagar Nigam till late seventies, but they were not available in the official recording now, as the Congress Party and the Nehru family were not interested in that part of the history.

77 Mirganj

Mirganj is in fact a major part of the commercial district of the city, in the vicinity ofChowk and Sabji Mandi.
Four to five lanes in the area are completely taken by the sex workers, who come mostly from UP and Bihar, and there are the Nepalese and Bangladeshi girls too. There is a Nepali Mohalla, named after the girls from that particular region.

Apart from being the traditional red-light area in the city, it is also the hub of the trade in cotton, sugar, daal, jaggery, ghee, oil and particularly silver and gold ornaments. This is also the largest Sarafa Bazaar(Jewellery Market) in Allahabad. People come here from all over the district and adjoining areas to buy ornaments.

Moti Lal Nehru shifted from Agra to Allahabad in 1886 and as a struggling Vakil at Allahabad Cutcherry, stayed at 77, Mirganj. In those days, perhaps the area was known as Meer Sarai. The house then belonged to another Kashmiri person, Jagmohan Lal Gurtu. He had rented the place to several tenants. The Nehrus stayed there till the end of 1898 and Jawaharlal was born on November 14, 1889 at this place.
Since the earlier days it was a kind of mixed locality. The sex workers and their Kothaswere often juxtaposed with residential areas. Nehrus used to live in such a house surrounded by ill famed locality. Ayodhya Nath and Hriday Nath Kunjru used to live in nearby Mahajani Tola.

The place was sold several times. A part of the house was later bought by a well known local’Tawaif’ (courtesan) Lali Jaan. Who built a Shia place of worship, Imambada, which still remains there in a dilapidated state.
At a little farther the famous courtesan Chappan Churi and the Thumri singer Janaki Bai were staying in those days.
In the row, there was a property, which accommodated a local hospital. A part of which has later been converted to historical Kesar Vidyapeeth.

People who run shops on the ground floor of the Kesar Vidyapeeth Inter College, accept that the stigma attached to the place is still strong and that’s why, neither the Nehru family, nor the Congress Party, ever was interested to build a Nehru Memorial there.
The ‘Allahabad Improvement Trust’ became the ‘Allahabad Nagar Nigam’ (Allahabad Municipal Corporation) after independence. To build a through way, by then the Improvement Trust had already demolished a major part of the house.

Its exact location today is disputed, but the locals point out to a blue building, which was later built on the most possible site.
It’s not exactly known, whether Jawaharlal Nehru, after he had grown up, ever visited his birthplace.
The only visual relic of the place is now a replica of the two-storied building at 77 Mirganj, most probably build by the students of Allahabad’s Kayasth Pathshala, during a school exhibition .
Even today, the families who are living in the locality, for many years now, are desperately seeking to shift to some ‘respectable’ locality.
To get the Daughters married is always a problem. Relatives avoid visiting the area. Often people get into the buildings, in search of girls! Antisocial activities are the regular affairs and there are frequent police raids.
Many families have sold out their ancestral properties in the area and shifted to the nearby localities like Atarsuian or Beniganj.
But there are nearly 800-1,000 shops in the entire area, and the business is running quite well.
Only problem is with the residential families. Specially those, who have kids or grown up girls.

Many have installed signboards on the doorways or at the ground floor, depicting: “This is a residential property”! To keep away the unexpected people as visitors.

After gaining some success in his legal profession, Motilal Nehru, moved out of thebadnaam basti to a respectable location at 9 Elgin Road. The place was close to the historical Alfred Park (popularly known as Company Garden, now Chandrasekhar Azad Park).
Allahabad Court was till then a local Court. The High Court was shifted from Agra to Allahabad in the year 1926.
Gaining success in the legal profession, Motilal shifted to a big bungalow, now known as Swaraj Bhawan, in Colonelganj area in 1899, the place was originally owned by a pro British Muslim Gentleman Sheikh Faiyaz Ahmed, and was named as ‘Israt Manzil’ then.
Later the property was bought by one Mr. Pandey. It later became a property within the estate of Raja Jai Kisen Das. Motilal Nehru later purchased the place for Rs. 19,000.
Suggested by Mahatma Gandhi, Motilal gave the bungalow to All India Congress Committee in 1930. Motilal Nehru had by then, built a new two-storied building adjacent to Swaraj Bhawan and had named it Anand Bhawan.
The family shifted to Anand Bhawan in the year 1928. The place houses a museum now, with exclusive Nehru family memorabilia.

A lovely little girl was holding two apples with both hands.

Her mum came in and softly asked her little daughter with a smile; my sweetie, could you give your mum one of your two apples?

The girl looked up at her mum for some seconds, then she suddenly took a quick bite on one apple, and then quickly on the other.

The mum felt the smile on her face freeze. She tried hard not to reveal her disappointment.

Then the little girl handed one of her bitten apples to her mum,and said: mummy, here you are. This is the sweeter one.

No matter who you are, how experienced you are, and how knowledgeable you think you are, always delay judgement.

ஒவ்வொரு வருடமும் கார்த்திகை மாதம் வளர்பிறை ஏகாதசி கைசிக ஏகாதசி என்று அழைக்கப்படுகிறது.

இது , வைகுண்ட ஏகாதசி போல , வைணவர்களுக்கு , மிக முக்கியமான ஏகாதசி ஆகும் .

இந்த ஏகாதசியன்றுதான் யோக நித்திரையிலிருந்து பகவான் கண் விழிக்கிறார்.

அதனால் இதற்கு உத்தான ஏகாதசி அல்லது ப்ரபோத ஏகாதசி என்ற பெயர்களும் வழக்கத்தில் உள்ளன.

ஸ்ரீமந்நாராயணன் உத்தான துவாதசியன்று ஸாயங்காலம் துளசிதேவியை விவாஹம் செய்து கொள்வதாக சாஸ்த்ரம் தெரிவிக்கிறது.

Highlights of Recommendations of Seventh Central Pay Commission / 7th pay commission Report Highlights

Following are the highlights of the recommendations made by the 7th Central Pay Commission, headed by Justice A K Mathur, which submitted its report to Finance Minister Arun Jaitley on 19.11.2015

Recommended Date of implementation: 01.01.2016

Minimum Pay: Based on the Aykroyd formula, the minimum pay in government is recommended to be set at Rs18,000 per month.

Maximum Pay :Rs 2,25,000 per month for Apex Scale and Rs 2,50,000 per month for Cabinet Secretary and others presently at the same pay level.

Financial Implications:

The total financial impact in the FY 2016-17 is likely to be Rs1,02,100 crore, over the expenditure as per the ‘Business As Usual’ scenario. Of this, the increase in pay would be Rs 39,100 crore, increase in allowances would be Rs 29,300 crore and increase in pension would be Rs 33,700 crore.

Out of the total financial impact of Rs1,02,100 crore, Rs 73,650 crore will be borne by the General Budget and Rs28,450 crore by the Railway Budget.

In percentage terms the overall increase in pay & allowances and pensions over the ‘Business As Usual’ scenario will be 23.55 percent. Within this, the increase in pay will be 16 percent, increase in allowances will be 63 percent, and increase in pension would be 24 percent.

The total impact of the Commission’s recommendations are expected to entail an increase of 0.65 percentage points in the ratio of expenditure on (Pay+Allowances+ Pension) to GDP compared to 0.77 percent in case of VI CPC.

New Pay Structure: Considering the issues raised regarding the Grade Pay structure and with a view to bring in greater transparency,the present system of pay bands and grade pay has been dispensed with and a new pay matrix has been designed. Grade Pay has been subsumed in the pay matrix. The status of the employee, hitherto determined by grade pay, will now be determined by the level in the pay matrix.

Fitment: A fitment factor of 2.57 is being proposed to be applied uniformly for all employees.

Annual Increment: The rate of annual increment is being retained at 3 percent.

Modified Assured Career Progression (MACP):

Performance benchmarks for MACP have been made more stringent from “Good” to “Very Good”.

The Commission has also proposed that annual increments not be granted in the case of those employees who are not able to meet the benchmark either for MACP or for a regular promotion in the first 20 years of their service.

No other changes in MACP recommended.

Military Service Pay (MSP): The Military Service Pay, which is a compensation for the various aspects of military service, will be admissible to the Defence forces personnel only. As before, Military Service Pay will be payable to all ranks up to and inclusive of Brigadiers and their equivalents. The current MSP per month and the revised rates recommended are as follows:

iv. Non Combatants (Enrolled) in the Air Force Rs1,000 Rs 3,600

Short Service Commissioned Officers: Short Service Commissioned Officers will be allowed to exit the Armed Forces at any point in time between 7 and 10 years of service, with a terminal gratuity equivalent of 10.5 months of reckonable emoluments. They will further be entitled to a fully funded one year Executive Programme or a M.Tech. programme at a premier Institute.

Lateral Entry/Settlement: The Commission is recommending a revised formulation for lateral entry/resettlement of defence forces personnel which keeps in view the specific requirements of organization to which such personnel will be absorbed. For lateral entry into CAPFs an attractive severance package has been recommended.

Headquarters/Field Parity: Parity between field and headquarters staff recommended for similar functionaries e.g Assistants and Stenos.

Cadre Review: Systemic change in the process of Cadre Review for Group A officers recommended.

Allowances: The Commission has recommended abolishing 52 allowances altogether. Another 36 allowances have been abolished as separate identities, but subsumed either in an existing allowance or in newly proposed allowances. Allowances relating to Risk and Hardship will be governed by the proposed Risk and Hardship Matrix.

Risk and Hardship Allowance: Allowances relating to Risk and Hardship will be governed by the newly proposed nine-cell Risk and Hardship Matrix, with one extra cell at the top, viz., RH-Max to include Siachen Allowance.

The current Siachen Allowance per month and the revised rates recommended are as follows:

This would be the ceiling for risk/hardship allowances and there would be no individual RHA with an amount higher than this allowance.

House Rent Allowance: Since the Basic Pay has been revised upwards, the Commission recommends that HRA be paid at the rate of 24 percent, 16 percent and 8 percent of the new Basic Pay for Class X, Y and Z cities respectively. The Commission also recommends that the rate of HRA will be revised to 27 percent, 18 percent and 9 percent respectively when DA crosses 50 percent, and further revised to 30 percent, 20 percent and 10 percent when DA crosses 100 percent.

In the case of PBORs of Defence, CAPFs and Indian Coast Guard compensation for housing is presently limited to the authorised married establishment hence many users are being deprived. The HRA coverage has now been expanded to cover all.

Any allowance not mentioned in the report shall cease to exist.

Emphasis has been placed on simplifying the process of claiming allowances.

Advances:

All non-interest bearing Advances have been abolished.

Regarding interest-bearing Advances, only Personal Computer Advance and House Building Advance (HBA) have been retained. HBA ceiling has been increased to Rs25 lakhs from the present Rs7.5 lakhs.

Central Government Employees Group Insurance Scheme (CGEGIS): The Rates of contribution as also the insurance coverage under the CGEGIS have remained unchanged for long. They have now been enhanced suitably. The following rates of CGEGIS are recommended:

Medical Facilities:

Introduction of a Health Insurance Scheme for Central Government employees and pensioners has been recommended.

Meanwhile, for the benefit of pensioners residing outside the CGHS areas, CGHS should empanel those hospitals which are already empanelled under CS (MA)/ECHS for catering to the medical requirement of these pensioners on a cashless basis.

All postal pensioners should be covered under CGHS. All postal dispensaries should be merged with CGHS.

Pension: The Commission recommends a revised pension formulation for civil employees including CAPF personnel as well as for Defence personnel, who have retired before 01.01.2016. This formulation will bring about parity between past pensioners and current retirees for the same length of service in the pay scale at the time of retirement.

The past pensioners shall first be fixed in the Pay Matrix being recommended by the Commission on the basis of Pay Band and Grade Pay at which they retired, at the minimum of the corresponding level in the pay matrix.

This amount shall be raised to arrive at the notional pay of retirees, by adding number of increments he/she had earned in that level while in service at the rate of 3 percent.

In the case of defence forces personnel this amount will include Military Service Pay as admissible.

Fifty percent of the total amount so arrived at shall be the new pension.

An alternative calculation will be carried out, which will be a multiple of 2.57 times of the current basic pension.

The pensioner will get the higher of the two.

Gratuity: Enhancement in the ceiling of gratuity from the existingRs10 lakh toRs20 lakh. The ceiling on gratuity may be raised by 25 percent whenever DA rises by 50 percent.

Disability Pension for Armed Forces: The Commission is recommending reverting to a slab based system for disability element, instead of existing percentile based disability pension regime.

Ex-gratia Lump sum Compensation to Next of Kin: The Commission is recommending the revision of rates of lump sum compensation for next of kin (NOK) in case of death arising in various circumstances relating to performance of duties, to be applied uniformly for the defence forces personnel and civilians including CAPF personnel.

Martyr Status for CAPF Personnel: The Commission is of the view that in case of death in the line of duty, the force personnel of CAPFs should be accorded martyr status, at par with the defence forces personnel.

New Pension System: The Commission received many grievances relating to NPS. It has recommended a number of steps to improve the functioning of NPS. It has also recommended establishment of a strong grievance redressal mechanism.

Regulatory Bodies: The Commission has recommended a consolidated pay package ofRs4,50,000 andRs4,00,000 per month for Chairpersons and Members respectively of select Regulatory bodies. In case of retired government servants, their pension will not be deducted from their consolidated pay. The consolidated pay package will be raised by 25 percent as and when Dearness Allowance goes up by 50 percent. For Members of the remaining Regulatory bodies normal replacement pay has been recommended.

Performance Related Pay: The Commission has recommended introduction of the Performance Related Pay (PRP) for all categories of Central Government employees, based on quality Results Framework Documents, reformed Annual Performance Appraisal Reports and some other broad Guidelines. The Commission has also recommended that the PRP should subsume the existing Bonus schemes.

There are few recommendations of the Commission where there was no unanimity of view and these are as follows:

The Edge: An edge is presently accordeded to the IndianAdministrative Service (IAS) and the Indian Foreign Service (IFS) at three promotion stages from Senior Time Scale (STS), to the Junior Administrative Grade (JAG) and the NFSG. is recommended by the Chairman, to be extended to the Indian Police Service (IPS) and Indian Forest Service (IFoS).

Shri Vivek Rae, Member is of the view that financial edge is justified only for the IAS and IFS. Dr. Rathin Roy, Member is of the view that the financial edge accorded to the IAS and IFS should be removed.

Empanelment: The Chairman and Dr. Rathin Roy, Member, recommend that All India Service officers and Central Services Group A officers who have completed 17 years of service should be eligible for empanelment under the Central Staffing Scheme and there should not be “two year edge”, vis-à-vis the IAS. Shri Vivek Rae, Member, has not agreed with this view and has recommended review of the Central Staffing Scheme guidelines.

Non Functional Upgradation for Organised Group ‘A’ Services: The Chairman is of the view that NFU availed by all the organised Group `A’ Services should be allowed to continue and be extended to all officers in the CAPFs, Indian Coast Guard and the Defence forces. NFU should henceforth be based on the respective residency periods in the preceding substantive grade. Shri Vivek Rae, Member and Dr. Rathin Roy, Member, have favoured abolition of NFU at SAG and HAG level.

Superannuation: Chairman and Dr. Rathin Roy, Member, recommend the age of superannuation for all CAPF personnel should be 60 years uniformly. Shri Vivek Rae, Member, has not agreed with this recommendation and has endorsed the stand of the Ministry of Home Affairs.

LETS BLAME NARENDRAMODI FOR ALL THE ILLS IN THE COUNTRY

We live in an interesting country. A country where tradition and modernity co-exist peacefully, possibly the only country where Jews have not been persecuted, a country where the majority religion is less prescriptive and more accepting of diversity than many others, yet it faces the danger of being called ‘intolerant’, largely due to its own over enthusiastic proponents.

However, despite all the dichotomies that exist in our society, there has been two unifiers- Prime Minister Modi and social media. Everyone has a view on the PM. A virtual industry has cropped up around Modi – whether it is a prosaic as the Modi kurta or whether it is as intellectual as blaming him for everything – his frequent foreign tours, his inability to do yogasanas flexibly (did we elect a PM or an acrobat?), his sartorial designs etc.

Nothing showcases this as beautifully as a cursory look at my Facebook feed. Social media (largely FB) has again been a big unifier in our country and it is not uncommon to have friend lists running in a couple of hundreds. Of course, the FB audience is largely the English-familiar, middle class but it is fair to assume that this middle class is made up of a heterogeneous group of people rather than being one homogenous mass.
In recent days, I have learnt a lot from reading the FB news feed and my three main learnings are below –

Lesson 1:

For the English speaking middle class, a single Dadri is far more horrendous than all the previous massacres that have happened. If a massacre happened while the Congress government was in Centre, then it was ‘an unfortunate incident’. But if PM Modi is in the Centre, then even one isolated incident is worse that state sponsored pogrom.

Nayantara Sehgal returned her Sahitya Akademi Award in support of ‘…all dissenters who now live in fear and uncertainty.’ She and others who followed her have been lauded for taking a stance by many of my FB friends. However, nobody questions why were the intellectuals silent when the 1984 Sikh massacre or the 1990s exodus of Kashmiri Pandits took place?

India has never been as intolerant or racist as many other countries still are – A foreign born can never aspire to become the leader of the USA. In India, we have had Sonia Gandhi reigning as the supreme leader for decades.

Gen. (retd) V K Singh risked his own life to be at the forefront of evacuation of 4000+ Indian from Yemen – most of them being Muslims. He is possibly the only political leader who was physically present at a war zone to oversee evacuation – yet he is portrayed as an intolerant leader based on comments taken out of context.

Lesson 2:

Blaming PM Modi for everything is the ‘fashionably correct’ thing’ to do –

be it dal prices (remember Onion prices in UPA II rule?),
farmer suicides (how is ~1200 farmer suicides in Jan-Aug 2015 any worse than 3000+ suicides in 2013?), vandalization of churches (proved to be unrelated acts of mischief by members of different religions), and
for the general state of filth and corruption all around…

what the previous dispensations could not achieve in 60 years of rule, Modi is expected to deliver in one year. Many Indian politicians tend to be motor mouths and focus on short term sensationalism. The ruling party is no exception.
PM Modi is panned by intellectuals for not reining in his party colleagues, but is he a dictator or a puppeteer?
Each of these politicians has their own support base and they will play to the gallery to further their own political gains.
In any case, have any of the recent utterances been worse than Mulayam Singh Yadav’s infamous ‘boys will be boys’ (‘justifying’ rape) or
Suresh Kalmadi’s equally infamous ‘their hygiene levels are different than ours, you see’ (justifying filthy accommodation in Delhi Commonwealth Games).
Nobody asked Manmohan Singh for an explanation for these or any of the numerous multi crore scams that were a common feature of his tenure? Yet Modi is asked for an explanation for any utterance made by anybody even remotely connected with BJP/RSS.

Lesson 3:

True secular, nation loving intellectuals love to blast the Government for all the ills in the country especially those involving perceived ‘minorities’. Despite concerted efforts at minority appeasement by previous dispensations, if the minorities are still backwards, surely one man cannot be blamed for it. It is true that there are many ills prevalent in our country, but India is a complex and dynamic country to govern. One man cannot undo decades of misrule.
Like all organizations, the current Government has performers and non-performers. Are the armchair nationalists even comparing Suresh Prabhu’s silent, laudable efforts at improving the health of Indian Railways with the populist measures that were taken by Mamta Banerjee or Lalu Yadav?

Criticizing the government on social media is easy, it attracts eyeballs and generates buzz. But it does not translate into nation building. Nation building happens away from the glare of lights – it is about villages getting connectivity through roads, it is about girls’ continuing education because their school now has a toilet, it is about the India narrative changing from apologetic to one that is confident and sure.
Going by what the armchair intellectuals seem to suggest, there has never been a darker time in India. It is ironical that the idiocy of Rahul Gandhi, the complicity of Manmohan Singh, the craven greed of Lalu Yadav, the ruthlessness of Sonia Gandhi are all preferred by the intelligentsia than the ‘roll up the sleeves’ attitude of Modi.
Or maybe, it is the PM who has got it all wrong – he should not waste time on development. He should be an inactive, invisible PM like his predecessor. Or even better, he should give politically correct soundbytes and garner wealth at the cost of the exchequer. That is what is desired from him.

This is the irony of my FB feed and our nation today – we only want leaders who talk, we don’t want leaders who work. And maybe that is the reason why decades after independence, we are still a third world nation…because a leader can only be as good as its citizens let him be.

Nothing is more satisfying to him than being amongst the people, sharing their joys and alleviating their sorrows. His powerful ‘personal connect’ with the people on ground is complemented by a strong online presence. He is known as India’s most techno-savvy leader, using the web to reach people and bring about change in their lives. He is very active on social media platforms including Facebook, Twitter, Google+, Instagram, Sound Cloud, Linkedin, Weibo and other forums.

Beyond politics, Narendra Modi enjoys writing. He has authored several books, including poetry. He begins his day with yoga, which centers his body and mind and instills the power of calmness in an otherwise fast-paced routine.

This is the man, an embodiment of courage, compassion and conviction, on whom the nation has bestowed its mandate, trusting that he will rejuvenate India and make it a bright beacon to the world.
