After much wait it’s time for New Pay and Arrears Calculators based on Pay Commission report approved by Cabinet.Just enter your basic pay as on 1.01.06, new grade pay as per pay commission recommendations, New HRA rate, Old HRA rate, Increment month, New TA amount and the amount of increment in the fields specified.The Calculator meant for Pay Band up to PB-2, would take into account the revised Merger Ratio of 1.86 times of Basic Pay as on 1.1.06 and the annual increment of 3% (during every July). In respect of the Calculator meant for Pay Band above PB-3 and above, since there is no uniformity in the merger ratio (unlike in the case in respect of upto PB-2 which had uniform merger ratio of 1.74 times of BP earlier), the revised pay bands could not be calculated without the release of pay band details by the Govt for certain pay scales. we assure to sort out this issue once the entire pay band details are released by the Govt. The revised calculator for PB-3 and above, has been incorporated with the changes such as annual increment of 3%, and application of merger ratio of 1.86 times of basic pay as on 1.1.2006 for most of the scales (where 1.74 times applied in 6CPC recommendations). We have taken the pay bands recommended by 6CPC as such in respect of scales which were not fixed based on 1.74 merger ratio by 6cpc in their recommendations.

India’s fledgling Olympic campaign on Wednesday received a sensational boost with unheralded grappler Sushil Kumar clinching a bronze medal and boxer Vijender Kumar assuring himself of at least a bronze to give the country a record three medals for the first time ever.After Abhinav Bindra’s gold-winning feat during the first week of the sporting extravaganza, the 25-year-old Sushil Kumar shot into fame by winning a bronze medal in the wrestling arena while Vijender has put himself on course for a silver or gold medal on a historic day for Indian sports.Sushil and Vijender’s heroics not only provided the late sparks to an otherwise dismal campaign but has created a record of sorts as India had never returned with three medals from the Olympics.India had won two Olympic medals in the 1952 Helsinki Games when the hockey team had won the gold medal and wrestler KD Jadhav had won a bronze medal, a record which had stood for 56 long years.While Sushil and Vijender did the country proud, there was some heartbreak for the Indians with another medal contender pugilist Jitender Kumar losing his quarter-final bout despite a valiant effort in the ring.After days of disappointments, it turned out to be a day to cherish for the Indians as Sushil found his way to the record books by becoming only the second wrestler in India’s Olympic history to win a bronze medal in the men’s 66 kg freestyle category.Vijender then brought more cheers for the contingent by beating Ecuador’s Carlos Gongora in the quarter finals of the 75 kg category with a 9-4 verdict.Sushil’s campaign seemed nearly over when he lost his first round battle against eventual silver medallist Andriy Stadnik but repechage provided him a ray of hope and the Indian proved simply irresistible as he beat three grapplers on the trot to win the bronze.Down in the dumps after his opening round defeat, Sushil came up with an incredible show, beating Doug Schwab (USA), Albert Batyrov (Belarus) and finally the losing semifinalist Leonid Spiridonov (Kazakhstan) in the repechage rounds to earn his slice of history.Incidentally, in the 2006 Doha Asian Games also, Sushil had beaten Leonid to win the bronze.“Probably you may say that there was no expectation from the people back home and the media too. But me and my coach (Satpal) always knew I had a fair chance of winning a medal and I’m happy I could achieve that,” a beaming Sushil said after winning the medal at the China Agricultural University here.“While it is good not to have that burden of expectation on your shoulder, I think we can give even more provided we get better facilities,” said the wrestler.Against Leonid, Sushil grabbed early initiative by scoring two technical points that proved decisive in the end.Though the Kazakh grappler scored one in the second period and managed to thwart Sushil, the Indian proved his superiority again in the third period and eventually prevailed 3-2 to trigger frenzied celebration among the Indians present at the venue.“I thought I’ll do whatever it takes and the end result is the medal is mine. It’s an unforgettable moment in my life and it seems I’m living in a dream,” Sushil said.Jitender faltered when it mattered the most and missed the Olympic medal by a whisker, losing his quarterfinal bout in the 51 kg event.Jitender, who entered the ring with 10 stitches on his chin necessitated by a cut he had received in his previous match, threw everything at his experienced Russian rival Georgy Balakshin but the European champion maintained his superiority throughout four rounds to win the tie 15-11.The seasoned Russian pugilist also had a better idea of when to engage and when to evade which gave him an edge throughout against Jitender.After a rather sedate opening round which the Russian led 2-1, both started breathing fire and unleashed flurry of punches to share 10 points but Jitender simply lost the plot in the third round.“I’m sorry I could not win the medal but I tried my best,” rued Jitender, blood dripping from the cut he had received in the chin.In table tennis, an erratic Achanta Sharath Kamal joined the fast-growing list of home-bound Indians after 32 minutes of futility in the second round of the men’s event.The lanky Indian tried every trick in the book before eventually bowing to his Chinese-born Austrian opponent Chen Weixing and crash out with a 1-4 defeat in just over half an hour.It turned out to be a learning experience indeed for the Indian at the Peking University Gymnasium where Chen, armed with stinging whiplash forehand and vicious backhands, prevailed 11-5, 14-12, 11-2, 8-11 and 12-10.
Suspended Eemployee Entitled to Pay Commission Recommendations – Court Posted: 20 Aug 2008 08:22 AM CDT
Delhi High Court on Monday ruled that a government employee who was suspended would be entitled to the enhanced pay scales recommended by a new pay commission.Dismissing the central government’s contention that a suspended employee would not be entitled to the recommendations of a new pay commission, a bench comprising Justices Madan B. Lokur and J.R. Midha said such an officer was entitled to enhanced subsistence allowance.The court’s ruling came in connection with a case in which the Ministry of Commerce and Industry had challenged an order of the Central Administrative Tribunal (CAT), which held that a suspended employee was entitled to higher allowances based on the recommendations of the Fifth Pay Commission.The Department of Industrial Policy and Promotion under the Ministry of Commerce and Industry had put R.K. Chopra under suspension, during which period the Fifth Pay Commission report was implemented.The government challenged the CAT order, which had enhanced the allowances of Chopra during his suspension period.

Left-sponsored strike against inflation and government policies has hit normal life and the effect is being felt in several parts of the country but Left-ruled West Bengal has come to a complete standstill.Everything is shut– shops, schools, colleges, offices and even the IT sector companies. There are no taxis or buses on the roads. The streets of Kolkata are completely deserted.The strike has been called by eight major trade unions including the All India Trade Union Congress (AITUC) and Centre for Industrial Trade Union (CITU).Its also backed by 40 employees associations across sectors like public sector banks and airport ground handling staff.All Delhi flights to Kolkata have been cancelled. Delhi flights to Kochi and Thiruvanthapuram in Kerala have also been affected.Two flights from Delhi to Port Blair and Mumbai have also been cancelled.Airports Authority of India’s 22,000 employees are on strike between 7 am and 7 pm affecting ground handling at airports.The Kolkata airport was the worst affected due to the strike. It wore a completely deserted look. Not a single flight landed at the airport since the morning.Indian Airlines has been able to operate only two flights out of Kolkata since the morning whereas Kingfisher three and Jet Airways just one flight.The streets of Kolkata are empty. The entire state of West Bengal has come to a standstill. No long distance train have left Howrah and Sealdah since Wednesday morning. Some passenger trains left Howrah and Sealdah but were blocked soon after.And the flights to Kolkata which were supposed to depart from Delhi before 9.00 am and now stand cancelled are JetLite flight number S2 319, Kingfisher flight number IT 601, Indian Airlines flight number IC 401, Air India flight number AI 9401.The effect of the strike is being felt more in the Left-ruled states of West Bengal, Kerala and Tripura.Flights on passenger heavy routes like Kolkata, Trivandrum and Cochin have been affected.Airport employees are protesting against privatisation of airports and rationalisation of employees’ pay-scales. 250 Indian Air Force personnel have been deployed at 21 airfields across the country to ensure smooth air travel.Not a single long distance train left from Howrah or Sealdah since morning. Some passenger trains did leave in the morning but were blocked soon after they left the station.Many long distance trains coming to Howrah from different parts of the country are still stranded as trade union activists have blocked the railway tracks.Banking transactions across the country will also be hit with employees’ associations at all Public sector banks joining the strike, except for State Bank of India which was on strike on Monday.The bank employees are protesting against the new economic policies of the government, especially with regards to mergers which have lead to job cuts.Strike cripples life in West Bengal, TripuraThe 24-hour industrial strike on Wednesday paralysed the Left-ruled states of West Bengal and Tripura and affected life elsewhere in the eastern region, barring most of the North Eastern states.Additional policemen and Rapid Action Force personnel were deployed in Kolkata to maintain law and order, though the situation was totally peaceful, Inspector General (Law and Order), Raj Kanojia said.The protesters did not spare the IT sector in Salt Lake here from the purview of the strike. Local CPI-M MP Amitava Nandi said, “Nowhere in the country is the sector kept out of the purview of the strike.”Train and air services were disrupted in the state, while public transport was off the roads.The picture was also the same in Tripura, the other left-ruled state in the region with government offices, banks, public sector undertakings like ONGC and GAIL India Ltd recording no attendance.In Bihar, five left parties called a simultaneous bandh, which severely hit banking services across the state, though offices of the state government and undertakings were largely unaffected.Air and rail services were normal in the state.In BJD-BJP ruled Orissa, markets and business establishments were closed, with public transport off the roads in Bhubaneswar. Cuttack and the steel city of Rourkela were, however, unaffected.In Assam, normal life was affected in parts as hundreds of CPI, CPI(M), CPI(ML) and AISF picketers were picked up by the police for attempting to block trains and traffic on national highways.Shops, markets and banks in Guwahati kept their shutters down. Though government offices were open, attendance was thin.All flights between Guwahati and Kolkata were cancelled. However flights between the city and Delhi, Mumbai and Northeastern states remaining unaffected.Sikkim, Arunachal Pradesh, Nagaland and Mizoram were unaffected by the shutdown, though shops, markets and business establishments were closed in Manipur and attendance in government offices was below normal.Today’s strike was called by Left trade unions against surging inflation, price rise and the ‘anti-people’ economic policies of the Centre.
