    300 % pay hike for President
    For People who does not have to shell out a even a penny from their own pocket and are the real Sarkari Jamai’s hefty 300 per cent hike with no Pay commission or any other funda. Now read the news Maha 6th Pay Commission, President of India given 300% pay hike By Khabrein.Info News Desk, New Delhi, Sept 11, 2008: Call it maha 6th Pay Commission. The President of India has been given 300% pay hike. President Pratibha Patil who received Rs 50000 salary will now get an astronomical Rs 150000 as her monthly salary. The Vice President and governors have also been given hefty hikes. Now Vice President of India Hamid Ansari will receive a monthly salary of Rupees 125000 while governors will get a monthly paycheck of rupees 110000. The decision was taken in a meeting of cabinet committee on economic affairs and was chaired by none other than Prime Minister Dr Manmohan Singh. The hefty pay hike in the salary of president, vice president and governors come shortly after approximately 25 percent pay hike of central government employees. The wage hike of central government employees would increase the financial implication for the Centre by Rs 17,798 crore annually and the arrears with effect from January 2006 would cost Rs 29,373 crore, Information and Broadcasting Minister P R Dasmunsi told reporters after the Cabinet meeting. The financial implication of Pay Commission on the General Budget would be Rs 15,717 crore and Rs 6414 crore on Railway Budget in 2008-09. The government’s present salary bill is over Rs 70,000 crore and the pension bill is over Rs 30,000 crore. Last month the Union Cabinet gave its approval for implementation of the recommendations of the Sixth Central Pay Commission. The revised pay scales will come into effect from 1/1/2006 and revised rates of allowances from 1/9/2008. The Cabinet has also decided that arrears will be paid in cash in two instalments – first instalment of 40% during the current year (2008-09) and the remaining 60% in the next financial year (2009-10). The minimum Basic Pay for a Government servant has been increased to Rs.7000 from Rs.6660 recommended by the Sixth CPC. Consequently, the total emoluments of an employee at the lowest level will exceed Rs.10,000 p.m., including allowances. Almost everything that the President does or wants to do is taken care of by the annual Rs 22.5-crore budget that the Government allots for his upkeep.     SIXTH PAY COMMISSION PENSION CALCULATOR Today, September 11, 2008, 12 hours ago | noreply@blogger.com (CA RAJAN GUPTA) Dear Friends , The sixth pay commission has given pensioner very good increase in their pension ,so general pension fitment multiply factor is 2.26 of basic pension(updated) as per annex attached with the sixth pay commission report Minimum Pension: Commission has recommended a minimum of 3330 rs pension except DA instead of earlier Basic plus DP. But further it has also qualify that basic pension should not be less than 50 % of the initial pay plus grade pay to be fixed corresponding to his old scale in which pensioner has retired basic start corresponding scale . As the govt has now enhanced the minimum basic pay +grade pay to 7000 from 6660 so new basic minimum pension should be 50 % of the basic pay i.e 50 % of 7000=3500 so in my opinion (NOW CONFIRMED)as explained above no pensioner will get less than 3500 basic pay as on 01.01.2006 The fixation as per this table will be subject to the provision that the revised pension, in no case, shall be lower than fifty percent of the sum of the minimum of the pay in the pay band and the grade pay thereon corresponding to the prerevised pay scale from which the pensioner had retired. Once an employee renders the minimum pensionable service of 20 years, pension should be paid at 50% of the average emoluments received during the past 10 months or the pay last drawn, whichever is more beneficial to the retiring employee. the Commission recommends that the maximum pecuniary limit of Rs.3.5 lakh on payment of gratuity should be raised to Rs.10 lakh. Government employees dying in harness, family pension may be paid at enhanced rates for a period of 10 years. the rates of exgratia may be doubled and raised to Rs.10 lakhs in cases of death occurring due to accidents in the course of performance of duty whether attributable to acts of violence by terrorists, anti-social elements etc. or otherwise and to Rs.15 lakhs in cases of death occurring due to enemy action in international war or border skirmishes or action against militants, terrorists, extremists in the border posts or on account of natural disasters, extreme weather conditions while on duty in the specified high altitude, inaccessible border posts, etc. Commission has recommended payment of pension equal to 50% of the average emoluments/last pay drawn on completion of 20 years of qualifying service. This will ensure that the willing employees leave the Government at a relatively younger age without waiting to complete 28 years of qualifying service that along with the weightage of 5 years, would entitle them for full pension under the extant rules. No further inducement is, therefore, required for employees who have completed 20 years of qualifying service in the Government. The revised pension, in no case, shall be lower than fifty percent of the sum of the minimum of the pay in the pay band and the grade pay thereon corresponding to the prerevised pay scale from which the pensioner had retired. Medical facility extended to the dependent sons, the medical facilities should be continued in respect of dependent daughters irrespective of their age. The Commission, recommends that maximum allowable commutation of pension in case of Commissioned Officers should be increased to 50%. Similar dispensation should also be extended in case of PBORs who are presently allowed to commute 45% of their pension. Chidambaram and Minister of State in the Prime Minister’s Office (PMO) Prithviraj Chavan with the grievances of the armed forces over the pay panel’s recommendations, an official said Wednesday.Unhappy with the lowering of parity in payscales in comparison with the bureaucracy and paramilitary forces, Admiral Mehta met Prime Minister Manmohan Singh Sep 4 and drew his attention to the issue arising from the Sixth Pay Commission’s recommendations. “Admiral Mehta met Chidambaram and Chavan yesterday (Tuesday) on the core issues in the pay commission’s report concerning the armed forces,” the official said on condition of anonymity. The armed forces earlier sought that the cabinet, rather than the anomalies committee of the finance ministry, should consider the matter. The cabinet, following the assurance of the prime minister, is likely to take up the “core issues” of the armed forces at its meeting Thursday. The reviewed report of the Sixth Pay Commission has upgraded the civilian and paramilitary counterparts of officers of the rank of lieutenant colonel and equivalent to a higher pay band. As a result, civilian officers who were in the lower pay bracket and were hitherto drawing lesser pay than lieutenant colonels and officers of equivalent rank would now draw a higher basic salary. Following the revised report, even a short service commissioned officer in the paramilitary forces will get a higher pay than most permanent commissioned officers in the armed forces. Besides drawing higher pay, the civilian and paramilitary officials have gained ascendancy in terms of ranks over their armed forces counterparts. The armed forces have been contending that these “core issues” would affect the joint operations of the armed forces and paramilitary forces. Admiral Mehta, in his position as the chairman of the chiefs of staff committee, wrote a letter to Defence Minister A.K. Antony Sep 1 urging that the parity between the armed forces and paramilitary and bureaucracy be “immediately restored”. Earlier, the Personnel Below Officer Rank (PBORs) used to draw a pension in proportion to their years of service, but according to the reviewed report, the PBORs will get pension half of their last pay drawn. “The PBORs are put at a disadvantage as due to truncation of career they retire early and draw lesser pay relatively and hence end up getting lesser pension,” Admiral Mehta said in the letter. He has also sought inclusion of the officers of the rank of Lt. Gen. and equivalent in the Higher Administrative Grade Plus category, created in all services except the armed forces. The directors general have been placed in the HAG plus category. The report of the Sixth Pay Commission, headed by Justice (retd) B.N. Srikrishna, was submitted to Finance Minister P. Chidambaram March 24. It led to protests from both civilian and defence personnel, following which the government appointed a committee under Cabinet Secretary K. Chandrashekhar to study the various demands for financial corrections.

    6th Pay Commission: Pensioners voice their anger against disparities Khabrien.Info News Desk, New Delhi, Sept 10, 2008: Central Government pensioners have been voicing their anger against disparities in the 6th Pay Commission recommendation as well as actual notification issued by central government. They feel that they have been cheated both by the government and the Sixth Pay Commission. Union Government accepted Sixth Pay Commission recommendations on 14th August and issued notification two weeks later. Central government pensioners seem to be totally dissatisfied with the implementation due to disparities and anomalies in 6th Pay Commission and they have been voicing their anger and frustration openly. Given their limitation, they are retired people and cannot come on the streets to take on the government, they are letting their anger known by writing to different media houses, newspapers, magazines and portal. Here we present the aggrieved views of the central government pensioners: WG.CDR.V.SUNDARESAN(RETD) Defence pensioners are denied the benefit which Maj. Dhanapalan achieved after fighting a prolonged legal battle. But the pity is govt. has not rectified their mistake to other officers similarly placed and suffering silently. At some time or other, the govt must rectify their mistakes in pension to pre-1996 pensioners. Otherwise it would be a thankless govt. and cpc. VK Bhasin The new paybands is detrimental to pensioners as many posts/scales have been fitted into one common payband with grade pay which is virtually broad persons with higher grade into lower pension range as earlier payscales were distinct narrow and while fixation of pension , even starting of scale was not affecting the pension of employees so widely. Now with wider band, the senior grade officers pension will suffer so badly. However, officers of additional secy and above have for this purpose carved off as HAG+ grade with a miniumum of RS 75500/ starting pay getting them of assured pension of 37750/- while next lower grade officer get a pension of Rs 37000+12000 divide by 2ie 24500/- .Earlier the difference in pension was on less than 5 % which is now 50%. In fact pay commission has devised to affect systematically the pension of all ranks except secy and additional secy. bad work. Government must devise minimum pension in same proportion as per earlier ratios. This is due to faulty interpretation of Para 4.2 of pre-2006 pensioners’ OM.’The minimum of pay in PB plus grade pay corresponding to pre-revised scale of the retiree’ should be interpreted as min of pay in PB corresponding to pre-revised scale plus gde pay corresponding to pre revised scale.Instead it is unjustly being interpreted as min of Payband plus only grade pay corresponding to pre-revised scale.For S-29 scale this wrong reading means (37600+10000)/2 =23700 as the min limit instead of (44700+10000)/2 =27350. Thus leading to a loss of 3650 in pension for pre-2006 pensioners.Hope the authorities clarify and make correct interpretaion so that this anomaly is immediately removed. Otherwise this is bound to lead to totally avoidable litigations. Prabhu The condition of ex- servicemen is much worse. To cite an example a sergeant of technical group retired from Air force after 15 years of service draws a basic pension of 1892+ 946 DP +47% OF 2838 as DR toalling R.4172 as on 1.9.2008 and the same will be revised to Rs. 4962. However a sergeant of tech. group retiring now after 15 years of service will get a total pension of RS.7830. Similarly the civilian employees who are in the pay scale of 5000- equivalent to the pay scale of sergeant will also receive Rs.7830 as pension. In the bargain the similarly placed defence pensioners like me will lose 2888 per month. Is this the CONCEPT OF ONE-RANK- ONE PENSION!? K.V.Ramana Murty It is not correct to say that those who retired after 1-1-2006 are getting 50 percent of their last pay drawn as pension.According to the O.M. dated 2-9-2006, para 5.2. and 5.3 of these orders are only prospectively effective from the date of issue of the order. i.e. 2-9-2008. Those who retired between 1-1-2006 and 1-9-2008 are entitled to pension based on their 10 months average emoluments and length of service as per old rules. The position of those retiring within 10 months from 1-1-2006 is still worse. Their average pay includes old basic pay+D.P+24% D.A. for certrain months plus revised pay after 1-1-2006 to the date of retirement. They are neithe coming under the fitment formula of pre- 1-1-2006 for getting the fitment of 40% of basic pension nor coming under the new scheme to get grade pay for all the months for fixation of pension based on average emoluments. All most all such employees retired within 10 months from 1-1-2006 are losing in their pension compared to the pension fixed under pre-revised scales. S.C. Sikka Why disparity with employees of PSU so for as equal pension for equal pay is concerned, This principal has been accepted by the pay commission. It seems the managements of these PSU are waiting for the retired employees to go to courts and get the awards. Let the managements of these PSU such as GIC, LIC and its subsidiaries accept the same and follow the recommendation of the pay commission. Enter these figures in the yellow boxes in the given table. You should enter your increment amount in the relevant field and increment month should be in numbers not alphabets. e.g. If your increment month is May then type 5 in the box.

    Contending that dilution of parity with the bureaucracy and paramilitary forces will hinder their operations, the armed forces want the cabinet, rather than the anomalies committee, to consider their demands over the pay panel report.The Chiefs of Staff Committee chairman and Indian Navy chief Admiral Sureesh Mehta wrote a letter to Defence minister A.K. Antony Sep 1 saying these core issues, if left unaddressed, will result in “despondency” among the armed forces.Mehta said in the letter that the erosion of parity between the armed forces officers and their civilian and paramilitary counterparts would affect the joint operations.“The command and control functions will be seriously hampered between army, BSF (Border Security Force) and CPMF (Central Paramilitary Forces), where infighting will jeopardize operations,” the letter says.The reviewed report of the Sixth Pay Commission has upgraded the civilian and paramilitary counterparts of the officers of the ranks of lieutenant colonel and equivalent to the higher pay band.Because of this, the civilian officers who were in the lower pay bracket and were hitherto drawing lesser pay than lieutenant colonels and officers of equivalent ranks would now draw a higher basic salary.In fact, subsequent to the revised report even a short service commissioned officer in paramilitary forces will get a higher pay than most permanent commissioned officers in the armed forces.Besides drawing a higher pay the civilian and paramilitary officials have gained ascendancy in terms of ranks on their armed forces counterparts.As the armed forces and paramilitary forces have to work in tandem, Mehta has underscored that this lack of parity is “unacceptable” to the officers belonging to the senior services, that is the army, navy and air force.He urged the defence minister that the relativities between the armed forces and paramilitary and bureaucracy be “immediately restored”.Earlier, the Personnel Below Officer Ranks (PBORs) used to draw a pension in proportion to their years of service, but after the reviewed report of the finance ministry the PBORs will get pension half of their last pay drawn.“The PBOR are put at a disadvantage as due to truncation of career they retire early and draw lesser pay relatively and hence ending up getting lesser pension,” Mehta said in the letter.The letter is seen as the move to preempt the defence ministry’s move to send the demands of the armed forces to the finance ministry’s anomalies committee, set up to look into the grievances arising out of the pay panel’s recommendations.Mehta has also asked for inclusion of the officers of the rank of Lt. Gen. and equivalent in the “Higher Administrative Grade Plus” category, created in all services except the armed forces. The director generals have been placed in the HAG plus category.Earlier, Indian Air Force chief Air Chief Marshal Fali H. Major, as officiating chairman of the Chiefs of Staff Committee, had written to Antony urging him to intervene before the government implemented the pay panel recommendations.The report of the Sixth Pay Commission, headed by Justice (retd) B.N. Srikrishna, was submitted to Finance Minister P. Chidambaram March 24.It led to protests from both civilian and defence personnel, following which the government appointed a committee under Cabinet Secretary K. Chandrashekhar to study the various demands for financial corrections.

    CHILDREN EDUCATION SCHEME ORDERED 6th PAY COMMISSION RECOMMENDATION ACCEPTED AND ORDER ISSUED BY MOF APPLICABLE FOR A MAXIMUM OF 2 CHILDREN PERMISSIBLE AMOUNT IS 1000/- PER CHILD PER MONTH CLAIMS ARE QUARTERLY NO CERTIFICATION BY SCHOOL AUTHORITY NEEDED ONLY ONE SPOUSE CAN CLAIM Finance Ministry Orders on Children Education Allowance / Tuition Fee is released on acceptance of the recommendation of the 6th Pay Commission in this matter. As per the recommendation of the Pay Commission, the Government has merged both the Children Education Allowance and Tuition Fees and fixed the quantum payable as Rs.1000/= per child restricted to a maximum of two children. Accordingly Rs.2000/= per month would be the permissible quantum for the CG Employees, who have at least two school going children. This order is applicable for children who study from Nursery to Twelfth including classes 11th and 12th held by junior colleges or schools affiliated to Universities or Boards Education. The most important aspect of the Government order is that henceforth even if the children fail in a class, the reimbursement of Children Education will not be stopped but continue to be paid. The maximum quantum that can be claimed in a year per child by quarterly claims cannot exceed Rs.12,000/=. However as in the case of LTC, only one person can claim this if both the spouses are Government Employees. To benefit an easier claim the certification for the claim is enough to be self certified by the claiming Government Employee with original Receipts for payment of fees in the schools. No certification is necessary from the Scholl Principal or Headmasters.     Government to levy Income tax on Arrears
    Govt to levy income-tax on 40 per cent pay arrears this year New Delhi, Sep 3 (PTI) Government today said it would tax only 40 per cent of salary arrears to be paid to central government employees in the current fiscal on implementation of Sixth Pay Commission recommendations.Generally speaking income earned in a year is taxed in that particular year, official sources said.A section of the media today reported that the entire amount of arrears would attract tax this fiscal.As per the notification issued by the government last month, central government employees will get 40 per cent of arrears during the current financial year and the remaining amount in the next financial year.Government instructions issued on August 30, 2008, regarding fixation of pay and payment arrears consequent to implementation of the Sixth Central Pay Commission recommendations clearly states that in authorising the arrears income tax as due may also be deducted and credited to the government.The arrears with effect from January 2006 would cost Rs 29,373 crore. Of the arrears, 40 per cent would be paid during the current year to the 50 lakh employees of the central government.The revised pay scales will add Rs 4,500-5,500 crore to the government exchequer this fiscal in the form of personal income tax.Besides, some money would also come through indirect taxes as some of the increased pay would go into buying products and services, official sources said here.
